  "text": "TRANSPORT\nMade 21st June 2004\nComing into force 1st July 2004\nThe Secretary of State, in exercise of the powers conferred upon him by sections 73(2), (3) and (4) and 74(1) of, and paragraph 24 of Schedule 4 to, the Railways and Transport Safety Act 2003, and having consulted in accordance with paragraph 24(7) of Schedule 4 to that Act and a draft of this Order having been laid before Parliament and approved by each House of Parliament, hereby makes the following Order:",
