  "text": "In section 45—\n(a) references to programmes broadcast by the Authority shall be read as references to programmes provided by the Welsh Authority for broadcasting on the Fourth Channel in Wales;\n(b) other references to the Authority shall be read as references to the Welsh Authority; and\n(c) subsection (3) shall be omitted.",
