  "text": "(1) Subject to paragraph 5, the quorum of the Service and the arrangements relating to their meetings shall be such as the Service may determine.\n(2) The arrangements may, with the approval of OFCOM , provide for the discharge, under the general direction of the Service , of any of the Service ’s functions by a committee or by one or more of the members or employees of the Service .",
