  "text": "(1) An application for a licence to provide a local service must—\n(a) be made in such manner as OFCOM may determine, and\n(b) be accompanied by such fee (if any) as OFCOM may determine.\n(2) An application for a licence to provide a restricted service must—\n(a) be made in such manner as OFCOM may determine, and\n(b) be accompanied by such fee (if any) as OFCOM may determine.",
