  "text": "(1) Any power of the Secretary of State to make regulations or an order under this Act shall be exercisable by statutory instrument.\n(2) Any regulations or order made by the Secretary of State under this Act may make—\n(a) different provision for different cases; and\n(b) such supplemental, incidental, consequential or transitional provision or savings as the Secretary of State considers appropriate.",
