  "text": "(This note is not part of the Order)\nThe Order describes technical services for the purposes of section 24(3)(b) of the Broadcasting Act 1996 (“the Act”). Technical services must be defined in order for them to be distinguished from digital additional services, which will be licensed by the Independent Television Commission under section 25 of the Act.",
