The Minister of Agriculture, Fisheries and Food and the Secretaries of State for Scotland and Wales respectively, acting jointly, in pursuance of subsections (1), (9) and (10) of section 106 of the Agriculture Act 1970 and of all their other enabling powers, with the consent of the Treasury, hereby make the following scheme:
