  "text": "(1) No person may vaccinate bovine animals against brucellosis except—\n(a) an approved veterinary surgeon; or\n(b) a person to whom a licence has been issued for the purpose by an approved veterinary surgeon.\n(2) No person may treat bovine animals for brucellosis.",
