  "text": "(1) No person other than—\n(a) a veterinary inspector;\n(b) a veterinary surgeon authorised by the appropriate Minister; or\n(c) a person to whom a licence has been issued for the purpose by a veterinary inspector\nshall vaccinate bovine animals against brucellosis.\n(2) No person shall treat bovine animals for brucellosis.",
