  "heading": "Power of the Department of Finance and Personnel to borrow",
  "text": "(1) Subject to subsection (2), the Department of Finance and Personnel may borrow on the credit of the sum specified in section 1 any sum or sums not exceeding in the whole £3,539,888,000.\n(2) Any money so borrowed shall be repaid, with any interest due thereon, out of the Consolidated Fund not later than 31st March 2008.",
