The Scottish Ministers, in exercise of the powers conferred on them by section 6(1) of the Budget (Scotland) Act 2000^f1 and of all other powers enabling them in that behalf hereby make the following Order, a draft of which has, in accordance with section 6(2) of that Act, been laid before and approved by resolution of the Scottish Parliament:
