  "text": "On and after 1st January 1986 each end of every builder's skip any part of which is placed on any part of a highway except a footway or a verge shall be marked with a marking which complies with—\n(a) the specifications about design set out in the diagrams and notes in Schedule 1, and\n(b) the requirements specified in Schedule 2.",
