The Secretary of State for the Environment, in exercise of the powers conferred on him by sections 1(1), 16(9), 17(1) and (6), 35, 47(1) to (5), 49(1) and (5), 50(1), (4), (6) and (7), 51(1) and (2), 52(1) to (3) and (5), 53(2) and (4), 54(1) to (3) and (5), 56(1) and (2) and 126 of, and paragraphs 3 and 10 of Schedule 1 and paragraphs 1, 2(1), (2), (4) and (5), 3(1) and (2), 4(2) and (4), and 5 of Schedule 4 to, the Building Act 1984^f1 and of all other powers enabling him in that behalf, hereby makes the following Regulations:–
