The Secretary of State for the Environment, in exercise of the powers conferred on him by sections 1(1), 16(9), 17(1) and (6), 35, 47(1), (2), (3) and (4), 49(5), 50(1), (4), (6) and (7), 51(1) and 52(2) of, and paragraphs 1(b), 2(d), 3, 7 and 10 of Schedule 1 to, the Building Act 1984^f1 and of all other powers enabling him in that behalf, hereby makes the following Regulations:
