  "text": "BUILDING AND BUILDINGS\nMade 22nd July 1996\nLaid before Parliament 24th July 1996\nComing into force 14th October 1996\nThe Secretary of State, in exercise of the powers conferred on him by sections 1(1), 16(9), 17(1) and (6), 47(1), (2), (3) and (4), 49(5), 51A and paragraphs 1(b), 2(d), 3, 7 and 10 of Schedule 1 to the Building Act 1984 and of all other powers enabling him in that behalf, hereby makes the following Regulations:",
