  "text": "BUILDING AND BUILDINGS\nMade 21st September 1998\nLaid before Parliament 28th September 1998\nComing into force\nFor the purposes of regulation 7, and regulation 2 so far as it relates to regulation 7 1st December 1998\nFor all other purposes 1st March 1999\nThe Secretary of State, in exercise of the powers conferred upon him by sections 1(1), 47(4) and (5), 49(1) and (5), and paragraph 10 of Schedule 1 to the Building Act 1984 and of all other powers enabling him in that behalf, hereby makes the following Regulations:",
