  "text": "(This note is not part of the Regulations)\nThese Regulations amend the Building (Forms) (Scotland) Regulations 2005. This is in respect of the declaration in Forms 5 and 6 and is as a result of the requirements of Council Directive 2002/91/EC on the Energy Performance of Buildings (O.J. L 237, 22.9.03, p.28) which requires the production of an energy performance certificate for certain buildings.",
