  "heading": "Principles of the scheme in respect of the submission of estimates",
  "text": "(1) A scheme shall provide that no later than the time when plans are deposited with the local authority under section 16 of the Act, or a building notice is given to the local authority, they shall, except in the case of building work described in regulation 7(1), have received a written estimate of the cost of the building work.\n(2) A scheme shall also provide that where building work of a kind–\n(a) not described in regulation 7(1); and\n(b) in respect of which a reversion charge is payable,\nreverts to local authority control, any plans relating to that building work given to the authority in accordance with regulation 18 of the Approved Inspectors Regulations shall be accompanied by a current estimate in writing of the cost of that building work.",
