  "text": "BUILDING AND BUILDINGS\nMade 10th December 1988\nLaid before Parliament 29th December 1988\nComing into force 30th January 1989\nThe Secretary of State, in exercise of the powers conferred on him by sections 20 and 29(1) of the Building (Scotland) Act 1959 , and of all other powers enabling him in that behalf, hereby makes the following Regulations:",
