  "text": "(1) These Regulations may be cited as the Building (Procedure) (Scotland) Regulations 2004.\n(2) Subject to paragraph (3) below, these Regulations shall come into force on 1st May 2005.\n(3) Part 1 of these Regulations and regulations 30, 31, 35, 36, 37 and 38 shall come into force on 4th November 2004.",
