  "heading": "Issue by certifiers of certificates of design and construction",
  "text": "A certificate issued by an approved certifier of design for the purposes of section 11 of the Act and a certificate issued by an approved certifier of construction for the purposes of section 19 of the Act shall–\n(a) in each case certify only in relation to a matter or matters in respect of which the certifier is authorised to exercise functions under the Act;\n(b) be in such form as the Scottish Ministers may determine; and\n(c) be signed and dated by the certifier.",
