  "text": "(This note is not part of the Regulations)\nThese Regulations further amend the Building Regulations 1991 (S.I. 1991/2768) (“the principal Regulations”) in order to—\n(a) amend the definition of a material change of use and the requirements relating thereto in regulations 5 and 6 of the principal Regulations; and\n(b) make drafting amendments in regulation 13A of the principal Regulations.\nIn addition transitional provisions are included for the amended definition of material change of use and associated requirements and for specified provisions of the Building Regulations (Amendment) Regulations 1994 (S.I. 1994/1850).",
