  "text": "An amendment made by a relevant regulation does not apply in any case where—\n(a) at the time the amendment takes effect a relevant notification provision has been complied with in relation to proposed building work; and\n(b) the building work is started within the period of twelve months beginning on the day the relevant regulation takes effect.",
