  "text": "(1) The numbered forms specified in Schedule 1 are amended as specified in paragraphs 2 and 3.\n(2) In Form 5 (final certificate) after paragraph 8 insert—\n“9 This certificate is evidence (but not conclusive evidence) that the requirements specified in the certificate have been complied with.”; and\n(3) In Form 12 (public body’s final certificate), after paragraph 6 insert—\n“7 This certificate is evidence (but not conclusive evidence) that the requirements specified in the certificate have been complied with.”.",
