  "text": "(1) Section 11 (functions of the Executive) is amended as follows.\n(2) In subsection (5)—\n(a) in paragraph (a) after “functions” insert “other than its building functions”;\n(b) in paragraph (b) after “activities” insert “other than its building functions”.\n(3) In subsection (6)(b) at the end insert “or to its building functions.”",
