  "text": "(1) Provision under paragraph 3(a) (designated standards) may include provision—\n(a) for the designation by the Secretary of State of standards prepared in accordance with the regulations or the 2011 Regulation;\n(b) for the designation by the Secretary of State of EU harmonised standards or international standards;\n(c) for EU harmonised standards or international standards to be designated standards.\n(2) Provision under sub-paragraph (1)(a) may include provision as to—\n(a) the persons by whom standards may be proposed;\n(b) the procedure by which and persons by whom standards are to be prepared;\n(c) the matters to be covered by a standard.",
