  "text": "(1) Section 14 is amended as follows.\n(2) Omit subsections (1) to (4).\n(3) In subsection (7) for the words from “such” to the end substitute “any other person that the Welsh Ministers consider appropriate.”\n(4) In subsection (8)—\n(a) in paragraph (b) for “persons or bodies” substitute “persons”;\n(b) for paragraph (c) substitute—\n“(c) any other person that the Welsh Ministers consider appropriate.”\n(5) In the heading at the end insert “: Wales”.",
