  "text": "(1) Section 21 is amended as follows.\n(2) For “local authority”, in each place it occurs, substitute “building control authority”.\n(3) In subsection (3) for “plans are deposited” substitute “an application for building control approval is made”.\n(4) In subsection (4) for the words from “plans” to “deposited with” substitute “an application for building control approval in respect of a building or an extension of a building is made to”.",
