  "text": "(1) Section 101 is amended as follows.\n(2) In subsection (1) for “local authorities” substitute “any relevant authority”.\n(3) In subsection (2) for “local authority” substitute “relevant authority”.\n(4) After that subsection insert—\n“(3) In this section “relevant authority” means a local authority or the regulator.”",
