  "text": "(1) Section 110 is amended as follows.\n(2) In the existing provision (which becomes subsection (1) of that section) for “local authority”, in each place it occurs, substitute “relevant authority”.\n(3) After that subsection insert—\n“(2) In this section “relevant authority” means a local authority or the regulator.”",
