  "text": "(1) Section 120 is amended as follows.\n(2) In subsection (1) for the words from “section” to “this Act,” substitute “section 134(1)”.\n(3) In subsection (2)—\n(a) omit “30(3) above or”;\n(b) after “Secretary of State” insert “or Welsh Ministers”;\n(c) for “him” substitute “the Secretary of State or Welsh Ministers”.",
