  "text": "(1) The scheme must include provision about the making of improvement recommendations by the new homes ombudsman where following the investigation of a complaint the ombudsman identifies widespread or regular unacceptable standards of conduct or standards of quality of work on the part of members of the scheme.\n(2) “Improvement recommendations” are recommendations about changes that members may make in order to improve standards of conduct or standards of quality of work.",
