  "heading": "Functions to be carried out by special measures manager",
  "text": "(1) This paragraph applies while a special measures order is in force in relation to the building safety functions of an accountable person for a category 1 building.\n(2) Those functions, except any functions relating to the making of an application or appeal to a residential property tribunal, are to be treated as functions of the special measures manager appointed by the order (and may not be exercised by the accountable person).\n(3) Any building safety functions of the accountable person relating to the making of an application or appeal to a residential property tribunal are to be treated as functions of the accountable person and the special measures manager (and may be exercised by either of them).",
