  "text": "(1) Schedule 3 contains minor and consequential amendments to enactments.\n(2) Schedule 4 contains transitional and saving provisions in connection with the amendments to the Fire Safety Order.\n(3) The Welsh Ministers may by regulations—\n(a) make provision that is incidental or supplementary to, or consequential on, any provision of this Act;\n(b) make transitional or saving provision in connection with any provision of this Act.\n(4) Regulations under subsection (3) may amend, repeal or revoke any enactment (including any provision of this Act).",
