  "text": "In proceedings under this schedule a certificate—\n(a) referred to in paragraph 3, or\n(b) signed by the local authority and certifying that any notice required by section 42(5), or any notice or additional notice required under paragraph 4, has been given to all known occupants of the building,\nis sufficient evidence of the facts stated in the certificate.",
