  "text": "In section 115 of the 1986 Act (service of notices), after subsection (2) insert—\n“(2A) The reference in subsection (2)(a) to delivering a document to a person includes a reference to sending it electronically to an electronic address which that person has notified for the purpose in accordance with express provision made by this Act.”.",
