  "text": "(1) Regulations may make provision about applications for local bus service permits.\n(2) Regulations under this section may, among other things, make provision about—\n(a) the form and content of an application;\n(b) when and how an application is to be made;\n(c) fees payable in connection with an application.\n(3) If the Welsh Ministers refuse an application for a local bus service permit they must give notice of their reasons to the applicant.",
