  "heading": "Provision of local bus services by the Welsh Ministers",
  "text": "(1) The Welsh Ministers may, for the purposes of fulfilling their duty under section 5(1)(c) in respect of a local bus service, provide a local bus service if they are satisfied that doing so would be a more effective way of fulfilling that duty than entering into a local bus service contract under section 10 in respect of the service.\n(2) Subsection (1) does not apply to a local bus service that is a community bus service.",
