  "heading": "Power to grant tenancies and to dispose of land",
  "text": "(1) The Trustees shall by a simple majority of the Trustees have the power to grant licences tenancies and leases of land so far as they consider desirable in the interests of efficient and economical management of the harbour for a term or series of terms which are not capable of exceeding twenty-one years.\n(2) The Trustees shall by a majority of three quarters of the Trustees have the power to grant licences, tenancies and leases of land so far as they consider desirable in the interests of efficient and economical management of the harbour for any term and shall also have the power to dispose of any interest in land which the Trustees consider to be surplus to that required by them in the performance of their duties.",
