  "text": "The President of the Council shall be the Chancellor, or in his absence the Vice-Chancellor, or a member of the Council appointed by the Vice-Chancellor to act as his deputy, or if at any Council duly convened and assembled neither the Chancellor nor the Vice-Chancellor nor any deputy so appointed shall be present, then some member to be chosen by the members of the Council then assembled.",
