The Secretary of State for the Environment, in exercise of the powers conferred by sections 23, 32(1), 33, 50 and 59(1)^f1 of the Water Act 1945^f2 and now vested in him ^f3, and of all other powers enabling him in that behalf, hereby makes the following Order:
