# The Capital Requirements Regulations 2013, Introduction: Introductory text

Coming into force in accordance with regulation 1
The Treasury are designated for the purposes of section 2(2) of the European Communities Act 1972 in relation to financial services.
The Treasury, in exercise of the powers conferred by—
(a)section 2(2) of the European Communities Act 1972; and
(b)sections 349(1)(b), 349(2), 349(3) and 428(3) of, and paragraphs 13(1)(b)(iii), 14(1)(b), 17(a), 17(b), 17(c), 18 and 22 of Schedule 3 to, the Financial Services and Markets Act 2000 ;
make the following Regulations:
