  "text": "(1) The Secretary of State may by order make transitional, transitory or saving provision in connection with the commencement of a provision of this Act.\n(2) An order under this section may modify the application of a provision of this Act pending the commencement of—\n(a) another provision of this Act, or\n(b) any other enactment (including one passed or made after the passing of this Act).",
