  "text": "(1) This section and sections 1 and 4 come into force on the day after Royal Assent.\n(2) Section 2 comes into force on such day as the Scottish Ministers may by regulations appoint.\n(3) The power conferred by subsection (2) includes the power to make transitional, transitory or saving provision.",
