  "heading": "Licensing of moorings",
  "text": "(1) The Commissioners may grant a licence to any person to place, lay down, maintain, retain, renew and use moorings for vessels in the harbour.\n(2) A licence—\n(a) may be granted for such period and on such terms and conditions as the Commissioners think fit;\n(b) may relate to one mooring, or to several moorings.\n(3) The Commissioners may make reasonable charges for the grant of a licence under this article.\n(4) In respect of moorings already lawfully laid down in the harbour at the date this Order comes into force, a licence under paragraph (1) must be obtained by the owner or user of the mooring within 12 weeks of that date.",
