  "text": "(1) An application to register an animal must be made to the Secretary of State.\n(2) Registration is by means of an application for a passport.\n(3) The application must be made—\n(a) using the Secretary of State’s interactive website;\n(aa) using the Secretary of State’s automated telephony service;\n(b) using software approved by the Secretary of State; or\n(c) in writing, using the application form provided by the Secretary of State,\nand must provide all the required information.",
