  "text": "(1) In accordance with Article 7(1) of Regulation (EC) No. 1760/2000, a keeper shall notify the Scottish Ministers of–\n(a) the birth of an animal;\n(b) the arrival of an animal from the Channel Islands, the Isle of Man, Northern Ireland or a member State;\n(c) the arrival of an animal imported from a third country.\n(2) Notification in accordance with sub-paragraph (1) shall be made by means of an application for a cattle passport in accordance with paragraphs 1 to 4 of Schedule 3.\n(3) Failure to comply with this paragraph is an offence.",
