  "text": "Section 32 of the Constitution shall be replaced as follows—\n“Presiding in Assembly.\n32 At sittings of the Assembly there shall preside—\n(a) the Speaker; or\n(b) in the absence of the Speaker, the Deputy Speaker; or\n(c) in the absence of the Speaker and the Deputy Speaker, such of the elected members of the Assembly (other than a Minister) as may be elected by the elected members.”.",
