  "text": "Section 17(2) of the Constitution shall be amended as follows—\n(a) by deleting paragraph (a);\n(b) by replacing paragraph (b) by the following:\n“(b) the Chief Secretary, the Attorney–General and the Financial Secretary, ex officio; and”; and\n(c) by adding the following new paragraph:\n“(d) if he is not an elected member of the Assembly, the Speaker.”.",
