  "text": "CENSUS\nMade 3rd April 2000\nLaid before the Scottish Parliament 5th April 2000\nComing into force 15th May 2000\nThe Scottish Ministers, in exercise of powers conferred upon them by section 3(1) of the Census Act 1920 and of all other powers enabling them in that behalf, hereby make the following Regulations:",
